CAREER IN ASTRONOMY

ASTRONOMY


Astronomy, the oldest and the most fascinating science, deals with all the celestial bodies and the material universe beyond the earth's atmosphere. It is the science of the Universe which includes the study of motion, nature, law, constitution, history and possible future developments of heavenly bodies like the sun, planets, stars, comets, meteors, galaxies, satellites etc. 
Astronomy, sometimes considered as a sub-field of Physics is further divided into several branches such as Astrophysics, Astrometeorology, Astrobiology, Astrogeology, Astrometry, Cosmology etc. All these branches together helps to unravel the mysteries of the universe. It is a promising and amazing career for those who are interested in the mysteries of the universe and has a desire to unravel them. Since each country is going in for nuclear testing, the need for scientists in the filed of Astronomy is increasing. 
In the professional level, astronomy is divided into observational astronomy and theoretical astrophysics. While the former deal with observing celestial bodies by using telescopes, binoculars, cameras, unaided eyes etc and collecting data for building and maintaining instruments; the latter is concerned with data analysis - finding out the conclusions of observations of computers and  explaining the observational results. Theoretical astrophysics is more analytical and astrophysicists model data.
For entering into this field, one should be good at general physics. Astronomy is a vast field which varies from the instrument building teams to the theoretical branches where mathematical ability and physical intuition is essential. Apart from good programming skills, curiosity and ability to search out answers are also essential in this field. One's career in this field depends on what aspect of astronomy they are interested to work in. If interested in doing instrumentation or experimental astronomy, one can opt for the engineering stream. Instrumental astronomy specialises in the design and construction of astronomical instrumentation at different wavelengths, for ground and space-based observatories. Experimental Astronomy acts as a medium for the publication of papers on the instrumentation and data handling necessary for the conduct of astronomy at all wavelength fields. Those who have chosen science stream can do theoretical astronomy or observation.

ASTRONOMY : ELIGIBILITY & COURSE AREAS

A doctoral degree is the usual educational requirement to become an astronomer, since most of the work tends to be related to research and development. 
Those who opt for this field, should pass their plus two examination under the science stream, specially in physics and math's. For pursuing a career in theoretical or observational astronomy one may go through the science stream after plus two. Since universities offering undergraduate programme in Astronomy are rarely found, one can join for a major/ honours in Physics with Mathematics as a subsidiary subject. Thereafter, take a master's degree in Physics or Astronomy. After the successful completion of MSc, one can do specialization in astronomy leading to Ph. D. which enables one to become an astronomer/ astronaut/ astrophysicist or a scientist/ research officer etc. in the field of space research. 
For doing Ph.D, which is mandatory to do research, one should appear for the Joint Entrance Screening Test (JEST)examination.
For pursuing a career in Instrumentation/ Experimental Astronomy, after plus two one can go for Bachelor of Engineering (BE) in Electrical / Electronics/ Electrical Communications. An engineer with a B. Tech or BE degree could also enter the field as a research scholar.
PERSONAL SKILLS : 
The essential quality to become an astronomer is curiosity, enthusiasm and greater concentration. They should have above average intelligence, high imagination, persistence, problem-solving and analytical skills and must possess both mathematical and computer skills. Loads of patience is required in this field as the astronomers has to work long for irregular hours.  Excellent oral and written communication skills are also important because most astronomers are expected to work as part of a team. They must be capable of explaining scientific phenomena and conveying the information in an easily absorbed format and language.
Rather, astronomers must apply equal measures of analytic thinking and imagination, logic and intuition, to answer the most fundamental questions about the cosmos.

ASTRONOMY : JOB PROSPECTS & CAREER OPTIONS

Working on research is the main profession of an astronomer and this may usually involve travelling; working long hours including day and night. The work of an astronomer involves analysis and interpretation of enormous data gathered by observatories and satellites and making scientific papers or report their findings. They make observations with ground-based telescopes or any other sources and apply their knowledge to solve problems in navigation, space flight, and satellite communications. 
A beginner in the field of astronomy may be inducted as a researcher into an existing team which would be already working on a project. Ph.D. holders begin their careers in a postdoctoral research position, in which they may work with experienced physicists as they continue to learn about their specialty and develop ideas and results to be used in later work. Initial work may be under the close supervision of senior scientists. Depending on their areas of specialization, astronomers are classified into various groups like observational astronomers, stellar astronomers, solar astronomers etc. 
Most jobs in the basic research and development usually require a doctoral degree. The Ph.D. holders ultimately teach at the college or university level. Master’s degree holders are qualified for many jobs in manufacturing and applied research and development. Some master’s degree programs prepare students for specific research skills that does not require a Ph.D. Bachelor degree holder in this field are often qualified as technicians, research assistants or other types of jobs.

An astronomer usually work for the government, defence and space research organisations, electrical and electronic equipment manufacturers etc. They may work for commercial/ non-commercial research, development and testing laboratories, observatories, planetarium, science park etc. Degree/ Diploma/ Doctorate holder in these disciplines can find job opportunities in major establishments like the  Indian Space Research Organisation (ISRO), the Vikram Sarabhai Space Centre (VSSC), Space Physics Laboratories, Space Applications Centres, etc. One can also join non-profit organizations like the Association of Bangalore Amateur Astronomers (ABAA) which is involved in telescope making, organizing observation sessions for the public and popularization of Astronomy. 
The prospects of traveling to far distant lands are also open as international seminars and conventions are held regularly in different countries.

CAREER IN INDIAN POSTAL SERVICE

INDIAN POSTAL SERVICE


The Department of Posts functioning under the brand name 'India Post' is a government operated postal system in India generally referred to as 'the post office'. A career in Indian Postal service may not be as glamorous as other civil service careers like IAS, IPS, IFS etc. But it is a unique government job sector offering job satisfaction and providing opportunity to serve people from all walks of life. Indian postal services (IPoS) is one of the Group 'A' Central Services of India. 
Indian postal service, falling under the department of posts is a part of the Ministry of Communications and Information Technology under the Government of India. The apex body of the department known as the Postal Service Board is under the administrative control of the Director General (DG) of Posts, New Delhi. The board consists of a chairman and six members. The six members of the board hold portfolios of Personnel, Operations, Technology, Postal Life Insurance, Human Resource Development (HRD) and Planning functions. The board is assisted by a senior staff officer of the postal directorate who acts as secretary to the board. Deputy directors general, directors and assistant directors general provide the necessary functional support for the Board at their Headquarters located at Dak Bhavan, New Delhi. The joint secretary and financial advisor to the board is a permanent invitee to the board.
For the purpose of administration, India has been divided into 22 postal circles, each circle headed by a Chief Post Master General (PMG). These circles manage the day-to-day functioning of the various Head Post Offices, Sub Post Offices and Branch Post Offices through their Regional and Divisional level arrangements. The chief PMG is over all in-charge of administration and operations of the units under his jurisdiction for all purposes. Each of the 22 circles are divided again into regions, headed by a Regional Post Master General (PMG) of the area. The Chief PMG and regional PMG's are assisted by the directors of postal services, assistant postmasters general and assistant directors. 
The regions are further divided into groups of field units called Divisions (Postal/ RMS Division) which are headed by Group 'A' or Group 'B' officers (i.e. Senior / Superintendent of Post Offices or Mail Offices). The divisions comprise of sub-divisions, head post offices, sub post offices and branch post offices which are the basic operational units of postal services. The post offices and the Mail Business Centers are under the Divisional Superintendents of Posts or Railway Mail Offices respectively. The Divisional head controls the Assistant Superintendent of Post Offices or Inspector of Post Offices, Complaints Inspector, Manager Mail Business Centre, Manager Customer Care Centre etc. The divisional superintendent is overall in-charge of administration and operations in the division and reports to the regional postmaster general/ chief postmaster general.  Just as the divisions report to the regional/ circle office, the circles report to the directorate which is the apex management and policy making body of the department. 
In the circles and regions, there are other functional supporting logistical units like stamp depots, store depots and mail motor service. The R.M.S. (Railway Mail Service) offices and sections are similarly controlled by the senior superintendents or superintendents RMS in each circle. 
The Head Post Offices are major offices which also have account jurisdiction on the smaller post offices. Mukhya Dak Ghars are Sub Post Offices with more powers than a Sub Post Office. Extra Departmental Sub Post Office and Branch Post Office are manned by Gramin Dak Sewaks who are Extra Departmental employees.
Besides the 22 circles, the communication needs of the armed forces are catered by a special circle called the base circle. The base circle is headed by the additional director general of Army Postal Service, holding the rank of a Major general. The officer cadre of Army Postal Services is drawn on deputation from the Indian Postal Service. 75% of the other ranks of the Army Postal Service are drawn from the Department of Posts and the remaining personnel are recruited by the Army. 
Indian Postal Service Officers are recruited through the civil service examination, conducted by the Union Public Service Commission (UPSC). Like other civil servants, they are eligible to move on deputation to other ministries and departments of the central government, state government or even on foreign assignment to United Nations bodies.
SOME OF THE SERVICES OFFERED BY POSTAL DEPARTMENTS ARE :
  • Mails Services - Delivery of Letters, postcards, Inland letter cards, book packets, value payable post, parcels, Speed Post articles, registered articles etc. 
  • Financial Services - Payment of ordinary and instant money order; Post office savings schemes; Postal Life Insurance and Rural Postal Life Insurance etc. 
  • Philately - The philatelic activities of India Post includes designing, printing and distribution of special/commemorative postage stamps and other postage stamps/ service postage stamps; Monitoring and promotion of Philately/conduct of philatelic exhibitions within the country, participation in international and world exhibitions; Management of the National Philatelic Museum, Dak Bhavan
  • Counter Services - Counter services are provided from post offices (Departmental and Branch Post Offices), Mail Offices or any other outlet designated for the purpose. These include :
    - Sale of postage stamps and postal stationery etc.
    - Booking of registered, insured, Speed Post and other mail articles etc.
    - Booking of money orders, various transactions relating to Post Office Savings and Postal Life Insurance (PLI)/Rural Postal Life Insurance (RPLI) etc.
  • ePost Office for anytime anywhere transaction related to instant money order, electronic money order and philately products.

INDIAN POSTAL SERVICE : EDUCATIONAL QUALIFICATION & RECRUITMENT

HIERARCHY IN INDIAN POSTAL SERVICE FOR THE VARIOUS JOB POSITIONS
    • Probationer
    •  Senior Superintendent of Post Offices or Railway Mail in large district towns and Divisional Headquarters
    •  Assistant Post Master General
    •  Director
    •  Post Master General of a 'Circle' 
    •  Senior Deputy Director Generals who are equivalent to Additional Secretary in a Ministry or member of Post and Telegraph Board (a total 8 in number)
    •  Chairman of the Board.
The eligibility criteria varies depending on the posts. Generally the needed educational qualification for the postal service are :
  • Pass in 10+2 or 12th Class Examination of recognized University or Board of School Education or Board of Secondary Education (excluding vocational streams).
  • Candidates for the posts of Postal Assistants in Post Offices, Sorting Assistants in Railway Mail Service and Postal / Sorting Assistants in Army Postal Service should have the above educational qualifications with English as a compulsory subject.
  • The candidates should have knowledge of local languages of the State. i.e., should have studied Telugu (and / or any other local language declared as local language by Andhra Pradesh State Government) as a subject at least upto Matriculation level (SSC)
  • Candidates with higher qualifications are also considered. But they have to fulfil the requirements mentioned above.
  • Candidates who have passed Vocational or job Oriented Course (JOC) are NOT eligible.
  • Desirable qualification :- Typing Knowledge and Computer Knowledge.
  • For Postal Assistants of Circle Office and Regional Offices Typing skill in Hindi at the speed of 25 words per minute or in English at the speed of 30 words per minute and Computer Knowledge are essential.
AGE LIMIT : 
Between 18 to 25-27 years as on last date prescribed for receipt of application as shown in the advertisement and in the list containing vacancy position supplied with this prospectus. Upper age limit is relaxable for a) SC/ST by 5 years; b) OBC by 3 years; c) Physically handicapped by 10 years ; and d) Ex-Servicemen by the Length of Military Service plus three years.
RECRUITMENT METHOD
Recruitment in Indian Postal Services are carried out through written examination and interview. Officers post are recruited through the civil service examination conducted by Union Public Service Commission (UPSC) which requires a bachelor's degree.
The selection process is as follows : 
a) The total aggregate marks for selection will be 100; consisting of 40% weightage of percentage of marks secured in 10+2 or 12th Class, 50% weightage of marks secured in aptitude test and 10 marks for computer test (including typing skill on computer)
b) A merit list of the candidates will be prepared on the basis of marks in the aggregate secured by them in 10+2 or 12th Class Examination of recognized University or Board of School Education or Board of Secondary Education (excluding vocational streams). This merit list is on the basis of 40% of the percentage of marks secured by the candidate in 10+2 or 12th Class Examination. For example if a candidate has secured 70% of marks in 10+2 or 12th Class Examination, he would be awarded 40% of 70 i.e., 28 marks for the purpose of preparing merit list.
c) Out of this merit list, candidates equal to 10 times of vacancies (for each community separately as per the vacancies reserved for each community) will be called for to appear for the Aptitude test / written test. The candidates selected will be addressed to appear for the Aptitude Test. 
d) The Aptitude Test will contain 50 objective type questions of 2 marks each and will include questions on English, Mathematics, General Knowledge and Reasoning and Analytical ability. The duration of the test will be 60 minutes. 50% of the marks secured in aptitude test will be given weightage for the final assessment.
e) The computer test consists of data entry knowledge and typing knowledge on computer. The test will consist of one passage in English or Hindi to be typed to test the typing knowledge (The Passage for type test will consist of 450 words in English or 375 words in Hindi to be typed at the minimum speed of 30 w.p.m) and data consisting of figures and letters to test the knowledge of data entry. The test shall be for 30 minutes - 15 minutes for each part i.e., Typing knowledge and data entry and each part shall be given 5 marks each. Marks shall be given at 0 or 5 based on whether the candidate achieves minimum standard or not. There will not be graded marks. The weightage for computer test will be 10 marks.
f) The marks secured in computer test will be added to the marks already secured in the components referred to a) and b) above and final merit list will be prepared. The final selection will be made on the basis of this final merit list.
g) Attendance in Aptitude Test and Computer Test (including typing skill) is mandatory for selection. Those who fail to appear for these tests will not be selected.
REMUNERATION :
The salary structure in postal service, depends on the individual's hierarchy. One can start their career in postal service as a trainer/ probationer officer. Then can move on to junior time scale, senior time scale, junior administrative grade, senior administrative grade, higher administrative grade, principal chief postmaster general, member postal service board and then secretary to government of India (ex-cadre post).
The Departmental officers and employees receive Basic Pay + Dearness Allowance as admissible from time to time + Non-Practising Allowance (wherever admissible) + Transport Allowance + House Rent Allowance (if admissible) + Special Allowance attached to the post (wherever applicable) + Special Disturbed Area Allowance (where admissible).

The vacancies in the post office are filled according to the kind of job profile. To obtain a job in post office, the applicants has to meet the eligibility requirements and need to write an exam. RECRUITMENT 
  1. The recruitment to the Group A Service, shall be made by the following methods :
    (a) 40% of the permanent vacancies and all temporary vacancies in the Junior Time Scale of the Service shall be filled by promotion and 60% of the permanent vacancies in that scale shall be filled by direct recruitment.
  2. (b) Vacancies in all other grades of the service shall be filled by promotion. Subject to the provisions of sub-rule (1), the Government shall determine, in consultation with the commission, the method of recruitment to be employed for the purpose of filling any particular vacancies in the Service and the number of candidates to be recruited by each method.
RECRUITMENT BY COMPETITIVE EXAM

A competitive examination for appointment to the Junior Time Scale of the Service shall be held at such times and places as may be prescribed in a notice issued by the commission for the purpose. Every such notice shall, as far as possible specify the number of vacancies to be filled on the results of the examination. Every examination under this part shall be conducted by the commission in the manner notified by the Government of India in the Department of personnel & Training from time to time.
If the examination held under this part is a combined Examination for the purpose of making appointment to more than one service or post, the following provisions shall apply, namely:-
(a) any person may apply to be admitted as a candidate for appointment to all or any of the services or posts for which he is eligible,
Provided that if he wishes to be considered for appointment to more than one service or post, he shall state in his application form the names of the Services and posts for which he wishes to be considered and the order of his preferences for them and in such cases, only one application form and payment of the fees for examination for one service as specified in rule 14. shall be sufficiently.
(b) the Government of India in the Department of Personnel & Training shall assign successful candidates to each service or post on a consideration of all circumstances including any preference expressed by the candidates in their applications.
A candidate shall apply for admission to the examination before such date, in such manner and in such form as the commission may prescribe : Provided that a candidate in Government service, whether in a permanent or in a temporary capacity or as work charged employee, other than casual or daily rated employee, will be required to submit an undertaking to the effect that he has informed in writing his Head of office or Department regarding his application for the examination.
Nationality: A candidate must be a citizen of Indian or he must belong to such categories of persons as may, from time to time, be notified by the Government.
Age limits: A candidate must have attained the age of 21 years and must not have attained the age of 26 years on the first day of August of the year in which the examination is held; Provided that the upper age limit may be relaxed in respect of candidates belonging to the scheduled castes and the scheduled Tribe and such other categories of persons as may, from time to time, be notified in this behalf by the Government of India in the Department of Personnel and Training to the extent and subject to the conditions notified in respect of each category.
Educational Qualifications: A candidate must held a degree a university established or incorporated by or under a control act or a provincial Act or a State Act or other educational institution established by a Central Act or declared to be deemed as University under section 3 of the University Grant Commission Act, 1956 (3 of 1956) or a foreign University approve by the Central Government from time to time, or possesses on equivalent qualification which has been recognized by the Government for the purpose of admission to the examination. Candidates possessing professional and technical qualifications which are recognized by Government as equivalent to professional and technical degree would also be eligible for admission to the examination.
PREPARATION OF LIST OF SUCCESSFUL CANDIDATES : After every examination, the names of candidates shall be arranged by the commission in the order of merit, as disclosed by the aggregate marks finally awarded to each candidate and in that order so many candidates as are found by the commission to be qualified on the basis of the examination shall be recommended for appointment up to the number of unreserved vacancies decided to be filled on the results of the examination. 
RECRUITMENT BY PROMOTION 

(1) JUNIOR TIME SCALE : Appointment to the Junior Time Scale in the service shall be made by selection on merit from amongst officers regularly appointed to the Postal Service Group 'B' with five years of regular services in that grade on the recommendations of a duly constituted Departmental promotion Committee in consultation with the commission.
(2) SENIOR TIME SCALE : Appointment to the Senior Time Scale in the Service shall be made by promotion of officers in the Junior Time Scale with four years regular service in that grade in the order of seniority subject to the rejection of the unfit of the recommendations of a duly constituted Departmental Promotion committee.
(3) JUNIOR ADMINISTRATIVE GRADE :Appointment to the Junior Administrative Grade in the Service shall be made by selection on merit from amongst officers of the Senior Time Scale of the Service with 5 years regular service in the grade on recommendations of a duly constituted Departmental Promotion committee.
(4) SELECTION GRADE OF THE JUNIOR ADMINISTRATIVE GRADE : Appointment to the Selection Grade of the Junior Administrative Grade in the Service shall be made by promotion of officers in the Junior Administrative Grade of the Service who have been stagnating at the maximum of that grade for not less than two years, in the order of seniority subject to rejection of the unfit on the recommendations of a duly constituted departmental Promotion Committee.
(5) SENIOR ADMINISTRATIVE GRADE 
LEVEL -II: Appointment to the Senior Administrative Grade Level –II in the service shall be made by selection on merit from amongst officers of the Junior Administrative Grade of the service including the Selection Grade who have put in not less than 16 years total regular service in Group ‘A’ of the Service on the recommendations of a duly constituted Departmental promotion committee.
LEVEL -I: Appointment to the Senior Administrative Grade Level-I in the Service shall be made on the basis of selection on merit from amongst officers of the Senior Administrative Grade Level-II of the service with 2 years of regular service in the grade on the recommendations of a duly constituted Departmental Promotion Committee.
(6) SENIOR DEPUTY DIRECTOR GENERAL / CHIEF POSTMASTER GENERAL:Appointment to the Senior Deputy Director General/ Chief Postmaster General shall be made on the basis of selection on merit from amongst officers of Senor Administrative Grade of the service with three years regular service in the grade. 
(7) MEMBERS OF THE POSTAL SERVICES BOARD : (a) Appointments to all the post of Members of the Postal Services Board except the post of Member (Finance) shall be made by selection on merit from amongst officers holding posts on regular basis in the grade of Senior Deputy Director General/ Chief Postmaster General with 2 years regular service.
The post of Member (Finance) will be filled in accordance with the scheme for staffing Senior Administrative posts at the Centre.
(8) If an officer appointed to any grade in the service is considered for promotion to any higher grade, all persons senior to him in the grade shall also be considered, not with standing that they may not have rendered requisite to number of years of service. 

PROBATION : Every officer on appointed to the service, either by direct recruitment or by promotion to Junior Time Scale shall be on probation for a period of two years. Provided that the controlling officer may extend the period of probation in accordance with the instructions issued by the Government from time to time. On completion of the probation or any extension thereof, officer shall, if, considered fit, be confirmed against the post, if not already confirmed in the entry grade. During the period of probation or any extension thereof, candidates may be recruited by the government to undergo such courses of training and instructions and to pass examination and tests (including examination in Hindi) as the Government may deem fit, as a condition to satisfactory completion of the probation.

CAREER IN CIVIL SERVICE

CIVIL SERVICE


Civil service, the backbone of the Indian government machinery constitutes all the departments which runs the State administration. 'A'highly competitive and challenging area, it involves 'A'variety of jobs in different departments. Compared to private sector jobs this profession has job security. The prestige and power that comes along with these top-notch jobs is 'A'definite reason for anybody to join this profession. The salary, allowances and facilities like healthcare, housing, conveyance etc. also make it 'A'lucrative profession.
Entry into the IAS, IPS and the Central Services, Group 'A'and Group B is through the All India Combined Competitive Examination for the Civil Services conducted by the Union Public Service Commission (UPSC) in different centers spread all over the country. However, recruitment to the Indian Forest Service is through 'A'different procedure. Entry into the State Civil Services is through 'A'competitive examination conducted by every state public service commission. Anyone thinking of taking up civil service, should have an idea how difficult it is to get in as lakhs of candidates apply for the 400 to 500 vacancies that may arise. So once you decide to appear in civil service exam, one should be prepared to slog endlessly.

The number of vacancies to be filled on the result of the examination is expected to be approximately 1000. The final number of vacancies may undergo 'A'change subsequently after receipt of the firm number of vacancies from the concerned Cadre Controlling Authorities.
Reservation will be made for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Physically disabled categories in respect of vacancies as may be fixed by the Government.

CIVIL SERVICE EXAMINATION : ELIGIBILITY


The Candidates applying for the examination should ensure that they fulfill all eligibility condition for admission to examination. Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for interview/Personality Test.
EDUCATIONAL QUALIFICATIONS :
Graduates in any discipline from a recognised university. Candidates having professional and technical qualifications recognised by the government are also eligible.
  • Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission's examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. All candidates who are declared qualified by the Commission for taking the Civil Services (Main) Examination will be required to produce proof of passing the requisite examination with their application for the Main Examination failing which such candidates will not be admitted to the Main Examination.
  • In exceptional cases the Union Public Service Commission may treat a candidate who has not any of the foregoing qualifications as a qualified candidate provided that he has passed examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his admission to the examination.
  • Candidates who have passed the final professional M.B.B.S. or any other Medical Examination but have not completed their internship by the time of submission of their applications for the Civil Services (Main) Examination, will be provisionally admitted to the Examination provided they submit along with their application a copy of certificate from the concerned authority of the University/Institution that they had passed the requisite final professional medical examination. In such cases, the candidates will be required to produce at the time of their interview original Degree or a certificate from the concerned competent authority of the University/Institution that they had completed all requirements (including completion of internship) for the award of the Degree.
NATIONALITY : 
  • For the Indian Administrative Service and the Indian Police Service, a candidate must be a citizen of India
  • For other services, a candidate must be either :
    (a) a citizen of India, or
    (b) a subject of Nepal, or
    (c) a subject of Bhutan, or
    (d) a Tibetan refugee who came over to India with the intention of permanently settling in India. or
    (e) a person of Indian origin who has migrated from Pakistan, Burma, Srilanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
Provided further that candidates belonging to categories (b), (c) and (d) above will not be eligible for appointment to the Indian Foreign Service.
A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him by the Government of India.
AGE LIMITS :
(a) Candidate must have attained the age of 21 years and must not have attained the age of 30 years on the 1st August of the year in which examination is being held.
(b) The upper age limit prescribed above will be relaxable:
(i) upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.
(ii) upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
(iii) upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during a particular period
(iv) upto a maximum of three years in the case of Defence Services personnel disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof.
(v) upto a maximum of five years in the case of ex-servicemen including Commissioned Officers and ECOs/SSCOs who have rendered at least five years Military Service as on the 1st August of the year in which examination is being held and have been released (i) on completion of assignment (including those whose assignment is due to be completed within one year from the 1st August of the year in which examination is being held) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or (ii) on account of physical disability attributable to Military Service, or (iii) on invalidment.
(vi) upto a maximum of five years in the case of ECOs/SSCOs who have completed an initial period of assignment of five years Military Service as on the 1st August of the year in which examination is being held and whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they can apply for civil employment and that they will be released on three month's notice on selection from the date of receipt of offer of appointment.
(vii) upto a maximum of 10 years in the case of blind, deaf-mute and Orthopaedically handicapped persons.
PERSONAL ATTRIBUTES : 
The aspiring candidates are expected to have keen interest in the General Studies and are supposed to have a good amount of interest in current affairs. Regular and detailed reading of a good national newspaper, a standard competition magazine and a basic book on general knowledge is the essential pre-requisite. Another important point is efficient time planning.
PHYSICAL STANDARDS :
Candidates must be physically fit according to physical standards for admission to Civil Services Examination.
Reservation will be made for candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes and Physically disabled categories in respect of vacancies as may be fixed by the Government.
NUMBER OF ATTEMPTS :
Every candidate appearing at the Civil Services Examination, who is otherwise eligible, shall be permitted four attempts at the examination.
Provided that this restriction on the number of attempts will not apply in the case of Scheduled Caste and Scheduled Tribe candidates who are otherwise eligible.
Provided further that the number of attempts permissible to candidates belonging to Other Backward Classes, who are otherwise eligible, shall be seven. This relaxation will be available to the candidates who are eligible to avail of reservation applicable to such candidates.
Provided further that a Physically handicapped will get as many attempts as are available to other non-physically handicapped candidates of his or her community, subject to the General Category shall be eligible for seven attempts. The relaxation will be available to the physically handicapped candidates who are eligible to avail of reservation applicable to such candidates.
NOTE :-
(i) An attempt at a Preliminary Examination shall be deemed to be an attempt at the Examination.
(ii) If a candidate actually appears in any one paper in the Preliminary Examination, he/she shall be deemed to have made an attempt at the Examination.
(iii) Notwithstanding the disqualification/cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt.
RESTRICTIONS ON APPLYING FOR THE EXAMINATION :
A candidate who is appointed to the Indian Administrative Service or the Indian Foreign Service on the results of an earlier examination and continues to be a member of that service will not be eligible to compete at this examination.
In case such a candidate is appointed to the IAS/IFS after the Preliminary Examination of Civil Services Examination and he/she continues to be a member of that service, he/she shall not be eligible to appear in the Civil Services (Main) Examination notwithstanding his/her having qualified in the Preliminary Examination.
Also provided that if such a candidate is appointed to IAS/IFS after the commencement of the Civil Services (Main) Examination but before the result thereof and continues to be a member of that service, he/she shall not be considered for appointment to any service/post on the basis of the result of this examination viz. Civil Services Examination.

CIVIL SERVICE EXAMINATION : OPTIONS

INDIAN ADMINISTRATIVE SERVICE (IAS) 

The IAS Officers handle affairs of the government. At the central level, this involves the framing and implementation of policy. They also represent the government in other countries and in International forums. They are even authorised to sign agreements on behalf of the government. At the district level, it is concerned with district affairs, including development functions. At the divisional level, the IAS officers look after law and order, general administration and development work. In IAS cadre you can be sub-magistrate, district magistrate, joint secretary, deputy secretary etc.
INDIAN POLICE SERVICE (IPS)

The IPS (Indian Police Service) is responsible for public safety and security. The IPS mainly takes care of law and order, which, at the district level, is a responsibility shared with the IAS; crime prevention and detection ; and traffic control and accident prevention and management. On completion of probation an IPS officer, begins his career as a Assistant Superintendent of Police of a sub-division. The Police service is divided into various departments like Crime Branch, Criminal Investigation Department (CID), Home Guards, Traffic Bureau.
They also offer there services to Central Policing Agencies like the Intelligence Bureau (IB), Central Bureau of Investigation (CBI), Cabinet Secretariat Security, the Border Security Force (BSF), and the Central Reserve Police Force (CRPF).
INDIAN FOREIGN SERVICE (IFS)
INDIAN FOREIGN SERVICE
The Indian Foreign Service deals with the country's external affairs, including diplomacy, trade and cultural relations. It is responsible for the administration and activities of Indian missions abroad, and for the framing and implementation of the Government's foreign policy. Probationers at first work at the External Affairs Ministry, then they are posted to the Indian Mission of a particular country, as third secretaries. 
INDIAN RAILWAY SERVICEIt is essentially responsible for the running of India's vast railway network. There are four non-technical and technical or engineering cadres in the railways. Entry for non-technical services - the Indian Railway Traffic Services (IRTS)- responsible for freight, passengers and movement of trains, the Indian Railway Personnel Services (IRPS)- responsible for recruitment and administration of staff, the Indian Railway Accounts Services (IRAS)- responsible for maintenance of accounts, and the Railway Police Service (RPS)- responsible for providing security to railway properties such as railway tracks, personnel, equipment etcis through the Civil Services examination. However, the engineering services (IRSE) have a different recruitment procedure. 
INDIAN POSTAL SERVICE
CAREER IN INDIAN POSTAL SERVICE
Responsible for the efficient functioning of the postal and telegraph services, officers after training with field officers are appointed as Senior Superintendent of Post Offices, Assistant Post Master General through out the country and also in the Ministry at the centre.
INDIAN CUSTOMS AND CENTRAL EXCISE SERVICEThe Indian Customs and Central Excise Service (IC&CES) is basically concerned with two main aspects, mainly Customs and Excise. While Customs is concerned with the checking and levy of duty on taxable goods brought into the country, the Excise department is involved with the taxation of goods manufactured within the country. 
AUDIT & ACCOUNTS SERVICE
INDIAN AUDIT & ACCOUNTS SERVICE
 comes under the Controller and Auditor General of India (CAG) which is responsible for the maintenance and audit of accounts in the states, as well as Union and State Governments. These officers work in the audit offices under CAG and in central ministries and state governments.
INDIAN DEFENCE ACCOUNTS SERVICE (IDAS) is responsible for maintaining and auditing of accounts of the defence services
Indian civil Accounts Service (ICAS)under the control of Secretary (Expenditure), Ministry of Finance, maintains accounts of the State, Central governments and public sector enterprises. 
INDIAN INFORMATION SERVICE (IIS)IIS under the Ministry of Information and Broadcasting, is responsible for running government owned broadcasting and advertising agencies like All India Radio, Doordarshan and DAVP. The service is also responsible for handling press and public relations for the various central ministries, public sector enterprises and defense forces at home as well as abroad. 
INDIAN REVENUE SERVICE (IRS)
CAREER IN INDIAN REVENUE SERVICEIRS is responsible for fixing, assessment and collection of income tax. The service also has specialized branches dealing with the investigation of tax evasion, statistics and so on. 

CIVIL SERVICE EXAMINATION : EXAMINATION & SELECTION 


EXAM DETAILS : 
All India Combined Competitive Examination for the Civil Services conducted by the Union Public Service Commission (UPSC) comprises of two successive stages:
  1. Civil Services (Preliminary) Examinations (Objective Type) for the selection of candidates for Main Examination; and
  2. Civil Services (Main) Examination (Written and Interview) for the selection of candidates for the various services and posts.
The Preliminary Examination is held in May/June and the Main Examination in October/November. One must begin preparations of the main exam along with preliminary exam. This is because there is little time for the Main exam if one waits for the results of the Preliminaries. A candidate is permitted 4 attempts at the examination. If a person appears in the Preliminary Exam or even appears in one paper, it is counted as an attempt.
PRELIMINARY EXAMINATION will consist of two papers of Objective type (multiple choice questions). Paper I is of general studies (200marks) and paper II (200marks) is an aptitude test. The question papers are set in Hindi as well as in English. Each paper is of two hours duration. Blind candidates are allowed an extra time of 20 minutes for each paper. Preliminary Examination is meant to serve as a screening test only; the marks obtained by the candidates who are declared qualified for admission to the Main Examination will not be counted for determining their final order of merit. Only those candidates who are declared by the Commission to have qualified in the Preliminary Examination in a year will be eligible for admission to the Main Examination of that year provided they are otherwise eligible for admission to the Main Examination.
MAIN EXAMINATION is intended to assess the overall intellectual traits and depth of understanding of candidates rather than merely the range of their information and memory. It will consist of a written examination and an interview test. The written examination will consist of 9 papers of conventional essay type in the selected subjects for main examination. Each paper is of 3 hours duration. Blind candidates will, however be allowed an extra time of thirty minutes at each paper.
Candidates will have the option to answer all the question papers, except the language papers viz. Papers I and II above in any one of the languages in cluded in the Eighth Schedule to the Constitution or in English. Candidates exercising the option to answer papers III to IX in any one of the languages included in the Eighth Schedule to the Constitution may, if they so desire, give English version within brackets of only the description of the technical terms, if any, in addition to the version in the language opted by them. The question papers other than language papers will be set both in Hindi and English.

Agriculture, Animal Husbandry and Veterinary Science, Anthropology,Botany, Chemistry, Civil Engineering, Commerce and accountancy, Economics, Electrical Engineering, Geography, Geology, History, Law, Management, Mathematics, Mechanical Engineering, Medical Science, Philosophy, Physics, Political Science and International relations, Psychology, Public Administration, Sociology, Statistics, Zoology.
Literature of one of the following languages: Arabic, Assamese, Bodo, Bengali, Dogri, Chinese, English, French, German, Gujarati, Hindi, Kannada, Kashmiri, Konkani, Maithili, Malayalam, Manipuri, Marathi, Nepali, Oriya, Pali, Persian, Punjabi, Russian, Sanskrit, Santali, Sindhi, Tamil, Telugu and Urdu.
Candidates will not be allowed to offer the following combinations of subjects :
  • Political Science & International Relations and Public Administration
  • Commerce & Accountancy andManagement
  • Anthropology and Sociology
  • Mathematics and Statistics
  • Agriculture and Animal Husbandry & Veterinary Science
  • Management and Public Administration
  • Of the Engineering subjects, viz., Civil Engineering, Electrical Engineering and Mechanical Engineering–not more than one subject.
  • Animal Husbandry & Veterinary Science and Medical Science
NOTES :
  1. The papers on Indian Languages and English will be of Matriculation or equivalent standard and will be of qualifying nature; the marks obtained in these papers will not be counted for ranking.
  2. Evaluation of the papers, namely, 'Essay, General Studies' and 'Optional subjects' of all the candidates would be done simultaneously along with evaluation of their qualifying papers on 'Indian Languages' and 'English' but the papers on 'Essay', 'General Studies' and 'Optional Subjects' of only such candidates will be taken cognizance of as attain such minimum standard as may be fixed by the Commission at their discretion for the qualifying papers on 'Indian Language' and 'English' and, therefore, the marks in 'Essay', 'General Studies' and 'Optional Subjects' will not be disclosed to those candidates who fail to obtain such minimum qualifying standard in 'Indian Language' and 'English'
  3. The paper-I on Indian Languages will not, however, be compulsory for candidates hailing from the North-Eastern States of Arunachanl Pradesh, Manipur, Meghalaya, Mizoram and Nagaland and also for candidates hailing from the State of Sikkim.
  4. For the Language papers, the script to be used by the candidates will be as : Assamese (Assamese); Bengali (Bengali); Bodo (Devanagari); Dogri (Devanagari); Gujarati (Gujarati); Hindi (Devanagari); Kannada (Kannada); Kashmiri (Persian); Konkani (Devanagari); Maithili (Devanagari); Malayam (Malayalam); Manipuri (Bengali); Marathi (Devanagari); Nepali (Devanagari); Oriya (Oriya); Punjabi (Gurmukhi); Sanskrit (Devanagari); Santhali (Devanagari or Olchiki); Sindhi (Devanagari or Arabic); Tamil (Tamil); Telugu (Telugu); Urdu (Persian)
    Note:- For Santhali language, question paper will be printed in Devanagari script; but candidates will be free to answer either in Devanagari script or in Olchiki.
INTERVIEW TEST : (carry 300 marks with no minimum qualifying marks)
Candidates who obtain minimum qualifying marks in the written part of the Main Examination shall be summoned for an interview. It is usually conducted in the month of April/May every year. The candidate will be interviewed by a Board who will have before them a record of his career. He/ She will be asked questions on matters of general interest. The object of the interview is to assess the personal suitability of the candidate for a career in public service by a Board of competent and unbiased observers. The test is intended to judge the mental calibre of a candidate. In broad terms this is really an assessment of not only his intellectual qualities but also social traits and his interst in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical exposition, balance of judgement, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity.
Marks thus obtained by the candidates in the Main Examination (written part as well as interview) would determine their final ranking. Candidates will be allotted to the various Services keeping in view their ranks in the examination and the preferences expressed by them for the various Services and posts.
There is also a medical test, especially rigid for IPS. Out of the final candidates selected top rankers are appointed as IAS officers. 
Once appointed, all probationary officers of the All India and Central Services undergo a compulsory foundation training.

CIVIL SERVICE EXAMINATION : APPLICATION PROCEDURE

UPSC have developed an application form common for all their examinations which will be processed on computerised machines. The application form along with an Information Brochure containing general instructions for filling up the form, an acknowledgement card and an envelope for sending the application is obtainable from the designated Head Post Offices/ Post Offices throughout the country  against a specified cash payment. Form should be purchased from the designated Post Offices only and not from any other agency. This form can be used only once and for only one examination. 
Notification along with application forms for the civil service exam will appear in all the daily newspapers and the Rozgar Samachar/ Employment News by the end of  December each year. Candidates must use only the supplied form and they should in no case use photocopy/ reproduction/ unauthorisedly printed copy of the Form. Since this form is electronically scannable, due care should be taken to fill up the application form, correctly. 
The duly filled in application form and the acknowledgement card should then be mailed in the special envelope supplied with the Information Brochure. The Candidates should also write the name of examination, year (eg: "Civil Services (Preliminary) Examination, 2000") on the envelope before despatching it to : Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110 069.
All candidates, whether already in Government Service, or in Government owned industrial undertakings or other similar organisations or in private employment should submit their applications direct to the Commission. If any candidate forwards his application through his employer and it reaches the Union Public Service Commission late, the application, even if submitted to the employer before the closing date, will not be considered.
Persons already in Government service, whether in a permanent or temporary capacity or as workcharged employees other than casual or daily rated employees or those serving under the Public Enterprises are however, required to submit an undertaking that they have informed in writing their Head of Office/Department that they have applied for the Examination.
Candidates should note that in case a communication is received from their employer by the Commission withholding permission to the candidates applying for/appearing at the examination, their applications will be liable to be rejected/candidature will be liable to be cancelled.
NOTES
  1. While filling in his application form, the candidate should carefully decide about his choice for the centre and optional subject for the Examination. More than one application from A candidate giving Different centres and/or optional subjects will not be accepted in any case. Even if a candidate sends more than one completed application the Commission will accept only one application at their discretion and the Commission's decision in the matter shall be final. 
    If any candidate appears at a centre/optional subject other than the one indicated by the Commission in his Admission Certificate, the papers of such a candidate will not be valued and his candidature will be liable to cancellation.
  2. Since These application forms are to be processed in a computerised system, Due care should be taken by the candidates to fill up their application form correctly. No column of the Application should be left blank. Incomplete or defective applications shall be summarily rejected. No representation or correspondence regarding such rejection shall be entertained under any circumstances.
  3. Candidates are not required to submit along with their applications any certificate in support of their claims regarding Age, Educational Qualifications, Scheduled Castes/Scheduled Tribes/Other Backward Classes and Physically disabled etc. Which will be verified at the time of the Main examination only. The candidates applying for the examination should ensure that they fulfil all the eligibility conditions for admission to the Examination. Their admission at all the stages of examination for which they are admitted by the Commission viz. Preliminary Examination, Main (Written) Examination and Interview Test will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If on verification at any time before or after the Preliminary Examination, Main (written) Examination and Interview Test, it is found that they do not fulfil any of the eligibility conditions, their candidature for the examination will be cancelled by the Commission.
ACKNOWLEDGEMENT OF APPLICATIONS :
Immediately on receipt of an application from a candidate, the Acknowledgement Card submitted by him alongwith the application form will be despatched to him by the Commission's office duly stamped in token of receipt of his Application. If a candidate does not receive the Acknowledgement Card within 30 days, he should at once contact the Commission by quoting his Application Form No. (8-digit) and name & year of examination. Candidates delivering the application form in person at the Commission's Counter will be issued Acknowledgement Card at the Counter itself. The mere fact that a candidate's application has been acknowledged by the Commission does not mean that his candidature for the examination has been accepted by the Commission. Candidates will be informed at the earliest possible about their admission to the examination or rejection of their application.

CIVIL SERVICE EXAMINATION : SYLLABUS OF THE EXAMINATION

PART A - PRELIMINARY EXAMINATION :

•  Economic and Social Development - Sustainable Development, Poverty, Inclusion, Demographics, Social Sector initiatives, etc.
•  General issues on Environmental Ecology, Bio-diversity and Climate Change - that do not require subject specialisation
•  General Science
Paper II- (200 marks) Duration: Two hours
• Comprehension
• Interpersonal skills including communication skills;
• Logical reasoning and analytical ability
• Decision making and problem solving
• General mental ability
• Basic numeracy (numbers and their relations, orders of magnitude etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. -Class X level)
• English Language Comprehension skills (Class X level).
Questions relating to English Language Comprehension skills of Class X level (last item in the Syllabus of Paper- II) will be tested through passages from English language only without providing Hindi translation thereof in the question paper.
The questions will be of multiple choice, objective type.
PART B- MAIN EXAMINATION

English and Indian Languagues The aim of the paper is to test the candidate's ability to read and understand serious discursive prose, and to express his ideas clearly and correctly in English/ Indian language concerned.
The pattern of questions would be broadly as follows :-
(i) Comprehension of given passages.
(ii) Precis Writing
(iii) Usage and Vocabulary
(iv) Short Essay
Indian Languages
(i) Comprehension of given passages.
(ii) Precis Writing
(iii) Usage and Vocabulary.
(iv) Short Essay
(v) Translation from English to the Indian language and vice-versa.

Note 1 : The Papers on Indian languages and English will be of Matriculation or equivalent standard and will be of qualifying nature only. The marks obtained in these papers will not be counted for ranking.
Note 2 : The candidates will have to answer the English and Indian Languages papers in English and the respective Indian language (except where translation is involved).
Essay 
Candidates will be required to write an essay on a specific topic. The choice of subjects will be given. They will be expected to keep closely to the subject of the essay to arrange their ideas in orderly fashion, and to write concisely. Credit will be given for effective and exact expression. 
GENERAL STUDIES - Paper I & II

Agriculture, Animal Husbandry and Veterinary Science, Anthropology, Botany, Chemistry, Civil Engineering, Commerce and Accountancy, Economics, Electrical Engineering, Geography, Geology, History, Law, Management, Mathematics, Mechanical Engineering, Medical Science, Philosophy, Physics, Political Science and International relations, Psychology, Public Administration, Sociology, Statistics, Zoology.
Literature of one of the following languages : (A candidate may be required to answer some or all the questions in the language concerned; In regard to the languages include in the Eighth schedule to constitution, the scripts will be the same; Candidates should note that the questions not required to be answered in a specific language will have to be answered in the language medum indicated by them for answering papers on Essay, general studies and optional subjects)
